No, it is not possible. Simply speaking, you would never be allowed to board the plane after you declare at check-in that you intend to fly to Shenzhen relying on a VOA.
The best solution, if you don't want to obtain a Chinese visa is to make your itinerary eligible for 144 hour visa free transit. To do this, you will have to:
- Fly from Europe to Shenzhen on direct flight
- Book a ferry from Shenzhen to Hong Kong or Macau before your departure from Europe
- Declare at check-in in Europe that you will travel to Hong Kong or Macau via Shenzhen using 144 hour visa free transit
- Upon arrival, approach to 144 hour visa free transit counter where you will get a sticker allowing you to stay within the entire Guangdong province
- Take a ferry to Hong Kong or Macau and if you don't have an interest you can immediately return back to Shenzhen and you will apply for a Shenzhen VOA upon arrival (168 CNY is the price for Italian citizens)
- Take a direct flight from Shenzhen to Europe
There are some details that need to be clarified a bit more in detail and you will tell me if you intend to use this option. At least, now you know that you have an option without the need to obtain a Chinese visa in advance. OK, you will have to apply for a Shenzhen VOA, but this is on arrival, not such a hassle and it is also quite affordable.
