About:240-hour Visa-free Transit in Chengdu

Is there a mandatory number of hours that one has to be in the 3rd country before one fly home?

If my flight back is a transit too, is that ok? For example:
Rome - Chengdu - Hongkong (just for connection) - Rome

Of course not. When you leave China to some other country, Chinese authorities are totally uninterested how many seconds, minutes, hours or days you will spend in the 3rd country. All they care is that you leave China in the way as you have mentioned to them upon your arrival. If you have an itinerary that is eligible for visa free transit, you can do whatever you want before your departure from a country A and after your arrival in the country C. This is no more of interest for Chinese authorities.
