16 hour layover between flights, can i leave the airport?

hi, I am flying from London to Shanghai Pudong then on to Auckland and have 16 hours between my flights. Allowing for say 1-2 hours immigration clearance upon landing and needing to be at the airport 3 hours before my Auckland flight, this leaves me with 12 hours to leave and return to the airport so I'd like to visit parts of Shanghai city in that time. I have heard that I can't leave the airport if my layover is less than 24 hours. Is this true or will I be free to leave the airport and see some tourist attractions during the afternoon I have in the city?
Thanks, E

Shanghai immigration will need to see a copy of your hotel reservation as a prerequisite for your entry permit which means you will need to get one to leave the airport. Of course the ultimate decision rests with the immigration agent in charge that day.

Thanks for letting me know. I had heard this once before. I’ll take a look. A hotel room may be useful in any case to get some rest. Thanks again.
