24hrs twov at changsha

HelloI'm travelling from Syd to CSX on Hainan airlines and connecting onward with CX to Delhi via Hong Kong. These are 2 separate tickets. I hold an ETA for Hong Kong and I'm an Indian passport holder. Am I allowed to use 24hrs TWOV at CSX? My Sydney flight arrive at 5am and Cathy Dragon is at 11.20am.Appreciate your help !!

Also, you will declare at check-in in Sydney that you will travel to Hong Kong and further to Delhi via Changsha, China using 24 hour visa free transit. After a short inspection, you will be allowed to board the plane.Upon your arrival in Changsha, you will approach 24 hour visa free transit counter where you will apply for a temporary entry permit by declaring the same thing and also by presenting your tickets. You will be granted a permit free of charge because you will have to collect your luggage and perform a recheck for your onward flight to Hong Kong.
