Third country visa on arrival (Cambodia)

Hi,
I am planning on visiting China using the 144-hour visa-free transit. I fly to Shanghai Pudong airport from indonesia and leave China 5 days later to Cambodia. My question is the following: one of the 144 hour visa-free transit requirements is to have a visa for the third country (Cambodia). However, for my nationality (the Netherlands) it is possible to get a visa on arrival in Cambodia. In that case, is it possible to enter China with the 144-hour visa-free transit without having the visa for the third country?
