You can start your trip from anywhere in the world, but you are not allowed to reach Hainan by a direct flight from any mainland China airport. In other words, your proposed itinerary where you have a flight Beijing - Sanya is not allowed and you would need a Chinese tourist (L) visa obtained in advance to accomplish this route. You should definitely look for some airport that is not located within mainland China and best among them are Hong Kong, Bangkok and Singapore. Beside Sanya, you can also rely on another Hainan airport - Haikou.
Please, keep in mind that you can use flight options that transit through mainland China to reach Hong Kong, Bangkok and Singapore. This is allowed and sometimes the flights that transit through China are the cheapest. Anyway, please, just keep in mind that you have to arrive to Hainan and also to leave it by flying to non mainland Chinese airports. After you have reached Hong Kong or Bangkok by direct flight from Hainan, you can return to Germany by a flight that transits mainland China.
