About:24-Hour Visa-Free Transit

My Celebrity cruise ship stopovers at Shanghai, China from 6 AM to 8 PM. Do I need apply TWOV?

If the immediate stops, before and after Shanghai are in different countries or eligible territories, but not in mainland China, you are definitely eligible for 24 hour visa free transit and you don't need any kind of visa. Your itinerary should look something like this:

South Korea - Shanghai - Taiwan

If this is the case, you will apply for a temporary entry permit upon your arrival in Shanghai for free and after that you will be allowed to stay and explore Shanghai area until the departure of your ship for another destination.
