Yes, you can. You will use 144 hour visa free transit. Please, be warned that this is not a Shenzhen VOA, but 144 hour visa free transit. You can arrive in Shenzhen by direct flight from a foreign country, but you will have to book a ferry ticket for Macau online, in advance through TurboJet ferry website. Please, again one warning... Your departure from Shenzhen has to be at least 24 hours + 1 minute after your scheduled landing in Shenzhen. You have to spend at least 24 hours + 1 minute in Shenzhen to be eligible for 144 hour visa free transit.

After you have bought your ticket for Macau (Shenzhen Shekou to Macau route), you will receive an e-confirmation that you will print out and have this printout with you as a proof that you will be in a real transit:

X country - Shenzhen (mainland China) - Macau

You will also use this e-confirmation printout to collect your real paper ticket at Shenzhen Shekou terminal for your journey to Macau. You should really take exactly that ferry you have bought your ticket for.
