About:240-hour Visa-free Transit in Shanghai, Zhejiang, and Jiangsu

Do I qualify for the 144 hour Visa free transit to Shanghai?

If I travel from the U.S. to Hong Kong, Macau, Hong Kong, SH and then back to the U.S. with a layover in Hong Kong from SH, would I qualify for the 144 hour Visa free transit to SH?

For the route HK - Shanghai - HK - US, you cannot enjoy the 144 hours visa free policy.

To clarify, the flight from Shanghai to the U.S. has a transfer in Hong Kong. It is not really a layover. Would this make a difference?

You need a visa. There is really no such thing as a "layover" or a "transfer". Your flight from Shanghai goes to Hong Kong. That is all that matters.
