What visa is possible?

Hello,
I have someone I'd like to visit in China next year and would like to apply for a year long multiple entry tourist visa on my Dutch passport. I haven't been before and I'd like to know whether I am able to do this on my Dutch passport or how one goes about getting a multiple entry visa?

Dutch passport holders are not able to get an L (tourism) visa with multiple entries. I've tried in both The Hague and Seoul. The only tourism visas Dutch passport holders can get is single- or double entry
