About:24-Hour Visa-Free Transit

LAX to Phnom Penh

Is it free to Transit at Xiamen for 23 hr? If the flight delay for 1 hr, do I have to fill out the application ahead of time just in case? And do I have to pay tourist visa for $140 if that happens?

It is scheduled arrival and departure times that are relevant, not actual times. It is not possible to pay for a tourist visa on arrival at Xiamen anyway. If your itinerary and passport qualify then you won't need a visa for 23 hours.
