Turkish citizen applying for Chinese tourist visa in USA

I am a Turkish citizen living in the USA. I plan to apply for a tourist visa to visit China. I heard that I need to apply in Turkey if it is the first time. Is that true? Can I apply in USA?

In my opinion, you can first try to apply in the USA if you have residence permit there. If it failed, you then go back to your country to apply.
