The question of luggage is directly connected to the nature of your ticket. If you travel on a single (through) ticket, then the greatest chance is that your luggage will be tagged all the way to your final destination. You will know this detail for certain at the time of your check-in in, I assume Canada.
To be allowed to exit the airport, you are supposed to book your accommodation in advance and to have a confirmation with you in hard copy. Upon arrival in Beijing you will apply for a temporary entry permit by approaching 24 hour visa free transit counter where you will present your tickets and your accommodation confirmation. Please, have in mind that the layovers that are less than 8 hours long are usually rejected for temporary entry permit and the passenger has to remain in the transit area. In reality, this permit depends absolutely upon discretion of immigration official.
