About:240-Hour Visa-Free Transit

Is it mandatory to have a private tour booked?

Hello,
Last week I read that in Beijing airport it is mandatory to show a private tour booking confirmation in order to leace the airport, even with the 144-hour visa-free transit. Is that correct? I will have a 19 hour layover, do I need to book a hotel in order to leave the airport?

No, this is not true for 144 hour visa free transit, but it seems that Chinese immigration authorities have become more stringent when 24 hours visa free transit is in question. In reality, in your case a hotel booking in advance and a possession of a confirmation in hard copy will be preferred.
