Arriving / Leaving from Hong Kong with a 5-day VOA

Can you fly into Hong Kong from Germany, visit a conference in Shenzhen for three days, and fly out of Hong Kong again? Or does the third-country rule apply here? I read something about "approved points of entry" that would allow this. Is Shenzhen-Shekou an approved port of entry? Thanks!

Ann, you are perfectly allowed to apply and obtain a Shenzhen VOA at designated border crossings. Preferably at Lo Wu / Luhou, Huanggang and Shekou ferry port (for arrivals in Shekou port, please, keep in mind the detail about the opening hours for visa office). After your stay in Shenzhen, you can return to Hong Kong by any mean of transport including a high speed train or a ferry from Shekou. When we talk about Shenzhen visa, the third country rule does not apply in this case because this is a visa and not a visa free transit.
