About:240-hour Visa-free Transit in Beijing, Tianjin & Hebei

Fly from Moscow to Beijing and then cruise from Tianjin port

Hello!
We arrived 06.10.2019 from Moscow in Beijing airport and next day 07.10.2019 we should start our cruise by ship from Tianjin seaport. Next stop Japan 09.10.2019 and ets.
But we were refused in entry in Beijing without explain what was wrong. May be you know what is the reason?

We had a proof - all documents in English, and we are passengers.
Could you give me please a link where i can find information with rules for 144 hour visa, official information, I need it for insurance company now as a proof that there was no reason to get visa in advance.

We didn’t have it, but it is not necessary in our case, for sure, because we arrive and departure by to Japan and it is allowed without visa for Russian tourists. Boarding guard even didn’t ask them.

Thank you for reply, I have official information about Japan visas for cruise, here everything is ok, I only don’t have information about the way of arriving and departure from China for 144 day visa free transit. Where I can find official information that I can arrive by plane and departure by ship?

Nastya, your itinerary appears to be perfectly eligible for 144 hour visa free transit in Beijing area. Your flight was a nonstop one from Moscow to Beijing and your next stop after Tianjin would be Fukuoka in Japan. I really cannot be certain, but I assume that you maybe didn't have a Japanese visa. Beside this visa, if I'm right, I cannot see anything disputable.

On more detail, did you have a proof for your upcoming cruise when asked about it upon your landing in Beijing?

Nastya, you didn't tell us whether you had a Japanese visa or not. This is very important detail.

In reality, Russian citizens need a visa to be allowed to enter Japan and this is the only detail that I can see right now as a possible reason why did the immigration official refuse your entry into China. Actually, I really cannot claim that the passengers on a cruise ship of Russian citizenship can or cannot obtain something like a Short Term Pass for a short (day) visit to Fukuoka upon arrival, but when we summarize every single detail, I find this detail (lack of Japanese visa) to be crucial for you to be denied entry. You are also advised to check thoroughly all the details of terms & conditions of your cruise company where you should also find the detail that some kind of Short Term Pass would be assigned to Russian citizens upon arrival by ship in Japan. Without this detail, I'm afraid you will not be allowed to make any kind of successful claim at the insurance company.

I can only help you by directing you to the authority that is in charge over the visa free transit policy within China and this is The National Immigration Administration (国家移民管理局) that is a child agency of The Ministry of Public Security (中华人民共和国公安部).

You are advised to make a contact with them and I hope they will answer to you, i.e. that they will send you a link with an official explanation of this policy.

By the way, it really seems that you were denied entry and the continuation of your travel without a proper reason.
