If she was in transit in Beijing and Shanghai, she was not eligible for 144 hours transit without visa. Two stops automatically limits the transit time to 24 hours in China. She should have been denied boarding by British Airways in UK.

It sounds like your daughter had consecutive transits in Beijing and Shanghai. Two stops automatically limits passengers to 24 hours transit without visa in China, and 144 hours is not allowed. British Airways should have denied her boarding in the UK.

Saul, you are definitely right. She was allowed to stay in transit for only 24 hours within mainland China. Unfortunately, she was refused entry for a reason of not complying the basic rules of visa free transit in China.

Yes she had a flight from Beijing to Auckland on Saturday 5/10/19 with a connection in Shanghai is this why she was refused. seems a bit harsh if your not leaving the airport & transferring to another flight.
