About:24-Hour Visa-Free Transit

Is it mandatory to claim my luggage on a 24 hour visa free transit

Hello,
I'm French, traveling in November 2019 from Phnom Penh to Paris with a 18 hour stop over in Shanghai.
I will claim a 24 hour visa free transit. I don't want to collect my luggage in Shanghai. Do I really have to ?

It depends on the airline's policy. If they will tag the bag to Paris for you when you check-in at Phnom Penh then you don't need to collect it. Otherwise you will need to.
