is it advisable to visit harbin during the chinese new year periods?

I plan a visit but not sure which is the better time to visit? I am sure Chinese New Year is a no noperiod am I right?

I think Chinese New Year is not a bad time because it will be so cold in Harbin during that time. And you could watch many wonderful ice sculptures. Chinese usually go to southern China in the new year.
