In case if your layover in Shanghai is your only stop in mainland China, you are definitely eligible for 24 hour visa free transit and you don't need any kind of visa. Simply speaking, you itinerary is eligible and your stay in mainland China is less than 24 hours. You should print out your flight tickets and have the printouts with you. Also, if you intend to exit the airport in Shanghai, you are advised to book an accommodation in advance and to have an accommodation booking confirmation printout with you.
You will just declare at check-in in the Philippines that you will travel to Moscow via Shanghai using 24 hour visa free transit. You will present your tickets and after a short inspection, you will be allowed to board the plane. Please, have in mind that you will need a valid Russian visa in your passport to be allowed to transit visa free through China. One more detail, please, use correct terminology because this is not 24 transit visa, but 24 hour visa free transit. There is no visa at all!
