Shanghai 144 hour visa free entry for cruise ship passenge

We are coming into Shanghai from Kagoshima, Japan on a cruise ship and also leaving for S. Korea later that evening on the cruise ship. Can we apply for 144 hour visa-free transit?

Does that allow us to freely tour Shanghai on our own until departure?

If the boat goes Japan > Shanghai > Korea then you are eligible for transit without visa. You will only be given the 24 hour transit since scheduled stop is under 24 hours. 144 hour is only given if scheduled stop is over 24 hours. Either one will allow you to leave the ship to explore.
