Will be arriving and leaving on a Cruise ship the same day and wish to do a privately arranged tour. Do we obtain 144 hour Visa on arrival to tour on our own or do we have to use travel agency for tours and get a 15 day Visa?

15 day transit without visa (its not a visa, but visa waiver) is given when the Shanghai is the first mainland china cruise port and you are received by a chinese travel agency on a group tour and leave china on the same boat. If the port before Shanghai is not the same country as the next port after Shanghai then you can take advantage of the 24 hour transit, which does not require an organized tour.
