About:240-Hour Visa-Free Transit

Route Taiwan-Shanghai-Macau

Would the route indicated above be valid? I am a Dutch citizen. It states "Hong Kong, Macau and Taiwan can be the Destination A or C," shouldn't it be AND/OR?? Or am I wrong? Thanks for answering

Taiwan-Shanghai-Macau is allowed as Taiwan, Macau and Hong Kong are treated like 3 different countries for transit purposes.
