Visa exemption for 144hr visa free

Hi Guys, would like to know if there is an exemption for visa going to Beijing if am philippine passport holder but have residence ID in Italy?

No. Only your passport matters, and the fact that you are not holding an Italian passport excludes you from 144-hour transit.
