Departing Shanghai to Hong Kong on the 144 day Visa waiver - Is it allowed ?

I just tried to apply for the 144 day Shanghai exemption. I am departing to Hong Kong. There was no facility to enter HKG on the waiver form. Is this allowed ?

it is allowed. For 144-hour visa free transit, Hong Kong is counted as " a third region out of Mainland China".
