Actually, there is no 24 hour visa in Shanghai.

Here is what will you do. You will apply for 24 hour free entry permit (this is not a visa) upon your landing in Shanghai to be allowed to exit the airport. During your application you will enclose your Shanghai tour that you will have to book in advance and have a confirmation in hard copy. The chances that you will be granted an entry permit are very good, but you have to be aware that the final decision about the issuing of the mentioned entry permit is always upon discretion of Chinese immigration.
