Is PEK layover first entry into China or CAN destination first entry?

Itinerary SEA-PEK-CAN. (1) Is date of my 2-hour layover in PEK the first entry into China or since CAN is my destination is date of landing in CAN my first entry into China for visa item 2.4? (2) Am Single, no children. Why are siblings needed for visa item 1.23?
