Prepare 10,000 CNY (for the fine), enough additional funds for a plane ticket and register with the embassy/consulate before surrendering. The police will take his statement and fingerprint him (may collect blood sample as well). Then hopefully he will be sent to a detention center ASAP to start the 15-day detention process. In some cases the detention may be longer than the legally-allowed 15 days but there is no way to challenge the decision. Once detention is finished he will be escorted to the airport and banned from re-entering for 10 years. Name change is not fooling the system now as his fingerprints/photo/DNA are all on file.
