OK, you intend to make Macau your base, but you would like to visit Zhuhai city for more than 3 days, right? In that case, you need a Chinese tourist (L) visa obtained in advance because Zhuhai VOA is valid for 3 days only. In reality, it is valid for 4 days, but just 3 overnights because the beginning of visa validity is from the next day of your arrival. If you arrive at the border crossing in the morning, that whole day is not considered to be one of the 3 days you are allowed to stay in Zhuhai.

If you consider the obtaining of the Chinese visa too much hassle, you can exit Zhuhai after 3 days to Macau and enter again for new 3 days. I understand that you are probably thinking about the expenses, but for German citizens, the price is 168 CNY and I consider it quite affordable. Now, when you know your options, it's up to you to decide.

Hi, thank you. I have to visit Macau for the conference, but since the hotels are too expensive there, so I would like to stay in Zhuhai overnight. But every day I will cross the border from Zhuhai to Macau to visit the conference. So in this case do I still need a chinese tourist visa? or VOA would be sufficient?

You have to know that your every exit from Zhuhai actually annuls your Zhuhai visa. In other words, to be allowed to make an overnight in Zhuhai you are supposed to obtain a new Zhuhai visa every time you cross the border when going from Macau to Zhuhai. So, if your conference lasts for 3 days, you are supposed to apply at least 3 or maybe even 4 times for Zhuhai VOA to enjoy your accommodation and in the same time to attend the conference. Now you have to do the math and calculate the overall cost. Assuming that you are a German citizen, a Zhuhai visa will cost you 168 CNY every time you cross from Macau to Zhuhai. Now, you can calculate whether this option is more economical than the stay in Macau. By the way, I'm well aware that the hotel accommodation in Macau is really very expensive.

Having a Chinese tourist (L) visa could help you a bit, but only in case if you could obtain at least a double entry visa to cover your two border crossings. After you have exhausted the visa, you will use Zhuhai VOAs for the rest of your stay in Macau/Zhuhai.
