I am a UK citizen living in the USA on a J2 visa

I am a UK citizen living in the USA on a J2 visa that expires January 2020, but have a DS19 form extending my stay in the USA until December 2020. Can I still apply in the USA for my tourist visa to China in November? Does 6 months on the passport mean valid for the passport or the visa for the country you are residing in?

yes, you can apply in USA. Six months on the passport means your original passport should have at least six months of remaining validity, not the visa.
