About:China Consulate in Houston

Can a person who is not a resident in one of the Texas districts apply for a visa in Houston?

Three of us are travelling together on a cruise which begins in Tokyo and ends in Shanghai.
We are all booked together for all our flights which begin and end in Houston. All our hotels are are booked as a group.
Two of us are Texas residents but the third lives in Denver, Colorado. She is meeting us here in Houston to start our journey.

Well, the person has to apply from the consulate in Chicago.
