I live in Texas. How do I derermine which consulate to use to obtain a visa?

I completed my application on line and travelled to New York to process the application. The consulate would not process my application because I do not live in New York. How am I supposed to know which consulate will process my application? I do not want to make a special trip again just to be turned away.

Since you are a resident of Texas, you need to go to the Chinese Embassy in Washington, D.C as the consulate in Houston is hosted by the Embassy.

What is the timeframe from visiting the consulate in Washington until we obtain our visas? Should I expect to obtain a decision, and if positive, a visa the same day I visit the embassy or do I need to make separate trips across the country for this purpose?
