University Approval to apply in a 3rd Country

I'm currently trying to apply for an X1 Student Visa in HK (which I have succeeded in getting before), the Service Center is saying there's a new law, which states that you need to have "University Approval in their system" (at least that's what the visa agent told me) in order for your application to be successful when applying in Hong Kong. Can anyone explain what this means, and what this entails from the University's side?

Dear, as I know, you just need to fill in the application form on the official website of CVASC in HK. You'd better to contact with CVASC in Hong Kong for deatiled information. The email address is hongkongcenter@visaforchina.org.
