Serik, do you plan to travel using something like this itinerary:

Thailand - Shenzhen - Malaysia

If yes, then the answer is also yes. Kazakhstan citizens is eligible for 24 hour visa free transit in Shenzhen with the above itinerary and can also apply for 24 hour free entry permit. You will apply for the permit upon your landing in Shenzhen, but you should be warned that the issuing of the permit is entirely upon discretion of immigration authorities.

There is a way how to practically definitely secure the permit and that is to fly by using two completely different (separately bought) tickets, i.e. one from Thailand to Shenzhen and another one from Shenzhen to Malaysia. Having such a situation, the immigration authorities will simply have to issue a 24 hour free entry permit because you have to exit the transit zone and make a new check-in.

So, if I were you, I would do exactly as I have written. Use two separate tickets and obtain an entry permit to explore the city for a day. Please, keep in mind that you should not exceed 24 hours even for a single minute.
