About:24-Hour Visa-Free Transit

Transit visa from Kazakhstan to Melbourne through china

Hi I have a Vietmam passport, I will take train from Kazakstan to Urumqi china, wondering if I can take a plane from there to melbourne by 24 hour transit without visa

No, unfortunately, something like this is not possible. You will have to obtain a Chinese transit (G) visa in advance in order to accomplish your intention. When you obtain that visa, you will be able to accomplish the route you have presented.
