About:24-Hour Visa-Free Transit

Question! JFK -> PEK -> SIN - Philippine Passport < 24hrs

Just wanted to make sure, I'll be arriving in PEK around 5AM and planning to go out to the city as my onward flight to SG is still around 3PM+,I am a Philippines Passport Holder. I am eligible on the 24-hr free visa, right?

You are definitely eligible for 24 hour visa free transit and not a "free visa". You should use correct terminology to avoid any possible misunderstandings. To be allowed to exit the airport, you will have to apply for 24 hour free entry permit upon your landing in Beijing. Anyway, you should be aware that this permit is not a passenger's right, but more a privilege that is issued upon a discretion of immigration authorities on the day of your arrival in Beijing.
