Punishment for a foreign dual passport holder in china

What is the punishment for a foreigner who is bearing two passport in china.
I think my friend was caught in the trasist in a Communist part of china.
What will be his punishment

You didn't specify 1) whether the person has dual citizenship or just different passports issued by the same country and 2) the definition of being caught when transiting (whether he was arrested by police after a crime was committed or simply refused entry by border control).
