Mail Visa Q to Los Angeles or San Francisco

I am the San Francisco region of the consulate, but Los Angeles is only 400 miles from me. Can I mail my visa application to Los Angeles or does it NEED to be mailed to San Francisco?
Do I still need to go to either location to pick it up or can I have a service pick it up for me?
Im trying to make the process as quick and painless as possible, since no "Online" services even actually know about the Q visa. Only more so about regular or business visa

You can apply for this China visa by mail. You needto go to the San Francisco consulate to submit the application and pick it up. If this is not convenient for you, you can use an agency to do this for you.
