French resident asking visa in Belgium

Hello, I have very uncomfortable situation. I'm in rush, having only small time before my flight to China.
I will be in Belgium right before the trip to China, but I have French residence permit. Also I have been to China before (with previous visa).
Is is possible to me to apply in Brussels?

Andril, if you don't have long-term legal stay in Belgium, you can't apply there.
