About:Shanghai 15-day Visa-free Policy for Cruise Tour Groups

Qualify for Cruise Ship exemption: Shanghai 144 hour Visa Or 15 Day Visa Exemption

All travel is via cruise ship. Cruise ship lands at Dalian for 9 hours on 10/20/2019. Ship then lands at Tianjin (Beijing) on the 21st at 0800 and departs on the 22nd at 1800. Cruise ship then lands at Qingdao for 9 hours on the 24th. On the 26th, the ship ports at SH at 0800 and we depart via air for the USA the same day at 1830. Do we need a Visa or do we fall under 144 hour or 15 day Visa exemptions?
We hold USA passports.

You don't qualify for either visa exemption, you will need a tourist (L) visa

You don't qualify for cruise exemption since Shanghai is not the first port and you are not leaving china on the same boat.

You don't qualify for 144 hour visa free transit (its not a visa) since you visit multiple Chinese ports.
