24 hour transit, ATL-PVG-HKG qualifies?

Hi, I checked the Chinese Embassy website and cannot find any language stating that the Hong Kong SAR is considered to be an 'international' destination and therefore allowed under the 24 hour transit. Can you share where it states that a routing of ATL-PVG-HKG qualifies? Please advise and thanks.

You can consult Timatic and there you will see this detail well explained. Hong Kong, although part of China is considered as the third country for visa free transit purposes. Timatic is a tool used by airport staff to determine the circumstances (eligibility) regarding the visa requirements.

By the way, embassies and consulates have nothing to do with visa free transit details, they are mostly clueless about these details. It is the Chinese immigration that deals with these details.
