About:First Time China

Going to 3rd world country and leaving from a 3rd world country.

Departure 11/25 : LAX - shanghai(lay over at shanghai 10 hours) - Phuket
Returning 11/29: Phuket - shanghai (lay over 16 hours) - LAX

So I can only get the free transit on 11/25 since I am going to Phuket. On my returning to LAX, I can not leave the Shanghai Airport. Is this correct?

Dear, you can actually enjoy 24h visa exemption transit in Shanghai twice. Plus, whether you can leave the airport on your return to LAX, it depends on the discretion of immigration officer.

Confused. First, you said I can actually leave then you said it depends. Again, can I leave the airport in Shanghai on my way home to LAX?

Dear, you can enjoy visa free transit in Shanghai, which means that you can stay in restricted transit area in the airport without visa. If you want to leave the airport, you should apply for entry permit. Whether you can get the entry permit depends on the discretion of immigration officer.

What is the use of a free transit visa if I can not leave the sirport? You are confusing. According to other sites, I could leave the airport during my 10 hr layover as long as I am waiting to be transferred to a 3rd world country which in my case is Phuket. On my way home I can not leave the airport during my layover because I am going to LAX which is not a 3rd world country. All I want is to confirm with you, thats all. I just want to make sure that with a TWOV, I can only visit the Bundt(Pudong) on my way to Bangkok and not on my way back to USA.
