Indian Traveling to 3rd country via Shanghai. Is 24-hour visa free transit applicable for PVG?

Indian Citizen having a 14 hour layover at Shanghai PVG have to collect and re-checkin my luggage at PVG. Should i apply for the 24 hour visa free transit to visit the city? Will i be allowed to take the flight to Shanghai without the 24 hour visa free transit?

All passengers eligible for 24h visa free transit can enjoy this policy without applying on site. Your route is covered by it, so no visa is required for this layover. But you need to apply for a 24h temporary entry permit at the border inspection counter upon arrival in Shanghai, with which you can leave the restricted area to pick up your luggage.
