If your layover in Beijing is just 11 hours long and your itinerary is Hong Kong - Beijing - Moscow without any additional landings between them, you are definitely eligible for 24 hours visa free transit and you really don't have nothing to fill out in advance. Your tickets tell the whole story. By the way, you should be warned that your itinerary Hong Kong - Beijing and Beijing - Moscow should be on separate tickets in your particular case because you will have to exit the airport in order to pick up the dogs. Why I'm telling you this? Simply because you will have to apply for 24 hour free entry permit upon your landing in Beijing to be allowed to exit the airport and in case that you possess your entire itinerary on one ticket (through ticket), the immigration authorities could deny you entry in China because this permit is not the passenger's right, but a free discretion decision of immigration official. So, if you have separate tickets, they will definitely allow you the mentioned entry permit.
