About:72-Hour Visa-Free Transit

IAH-PEK-BKK

Arriving in PEK for 9.25 hr layover. Want to see Great Wall so, I booked a tour.

I understand telling the airline before leaving Houston, but do I have to collect my checked bags at baggage claim and then recheck them before leaving Beijing for Bangkok (single itinerary on the same airline)?

Do I have to apply in advance with the consulate in Houston?

I don't have to register with police if it is only 9 hours, correct?

1) generally no but check with your airline to be sure.
2) if not getting a $140 visa then you are playing chance with immigration. With a layover like this it's essentially a coin toss. Immigration has wide discretion and you may not appeal the decision once it's made (nor would you be told of the reason for entry refusal in most cases).
3) correct, if you are able to leave the airport, that is.
