As far as your first itinerary is concerned, it is important to calculate the entire time of transit within mainland China. You can do it by calculating the time from your first scheduled arrival, in your case in Guangzhou until your second scheduled departure, in your case from Wuhan. So, if your entire time is shorter than 24 hours, you are allowed to enjoy 24 hours visa free transit.
As far as your second itinerary is concerned, you are also eligible for 24 hours visa free transit by assuming that Guangzhou is your only layover in China because with 22 hours of layover in China you wouldn't have enough time for any additional layover in the country. Regarding your question about the leaving the airport, you will apply for 24 hours free entry permit upon your landing in Guangzhou and your chances to be granted a permit are very good because your layover is really long. It is always advisable to present your accommodation booking in hard copy. Anyway, you should know that the issuing of entry permit is always upon discretion of immigration authorities at that very moment.
One more thing... Patrick, try to use correct terminology because it is not "24 hours visa", but 24 hours visa free, so there is no visa at all.
