Indonesians are generally not eligible for VOA, but in case that you have been granted a Chinese visa by embassy or consulate previously, then you can apply for VOA at the border crossing, preferably at Lo Wu / Luohu. If this is the true in your case, you should bring your passport with the mentioned Chinese visa inside to be presented to the authorities at the border crossing. In case that you have not been granted a Chinese visa previously, you should obtain a Chinese visa in advance while still in Indonesia. Of course, it is possible to apply for a Chinese visa in Hong Kong, but this is more complicated way than in your home country.
