I am flying from Sydney to Shanghai in Aug 2019. Can I use the 144hour free Visa?

I am staying in Shanghai for 3 days then departing on a cruise ship to Busan, Hong Kong, Vietnam, Singapore then departing at Sydney. Can I get the 144hour free visa at Airport?
