About:How to Travel to China without a Visa

Los Angeles to Shanghai via Hong Kong to board a cruise ship

We are traveling from Los Angeles on Aug 26, 2019 to Hong Kong, where we have a two hour layover, and then to Shangai. We then board a cruise ship that same day with no other stops in China. Do we need a visa?

You have supplied all the details with the exception of one. This detail is your first port call immediately after Shanghai. I understand that it is not in mainland China, but you have to know that Hong Kong too is not allowed in your case. So, if your first port call, immediately after Shanghai is not in Hong Kong, you are perfectly eligible for 24 hours visa free transit in Shanghai and you don't need any kind of visa.
