Visa to Hong Kong for Cambodian

I am Cambodian holding Cambodia passport. I would like to ask if only Passport and 2 * 2 inch recent photos is needed for applying tourist visa ?

In addition to valid passport and recent photos, you also need to provide application form, round trip flight tickets and hotel reservation.

So it means I need to buy flight ticket and book hotels in advance? Can we apply visa first without buying flight ticket and booking hotel ?
